MERALCO SEEKS OFFERS FOR 600 MW SUPPLY REQUIREMENT

MANILA, PHILIPPINES, 24 JUNE 2026– In a bid to ensure continued availability of sufficient and reliable supply for its customers, the Manila Electric Company (Meralco) has started the Competitive Selection Process (CSP) for 600 megawatts (MW) of baseload requirement.

This development comes after Meralco received the Certificate of Conformity issued by the Department of Energy (DOE) to this CSP, following more than a year of thorough review by the agency. This CSP also forms part of Meralco’s latest DOE-approved and -accepted Power Supply Procurement Plan.

The 15-year Power Supply Agreement (PSA) resulting from this bidding is intended to cover the supply of 300 MW capacity by February 26, 2028, which is set to increase by 300 MW by February 26, 2029 – subject to the approval of the Energy Regulatory Commission.

Through its Bids and Awards Committee (BAC) for PSAs, Meralco calls on power generation companies to submit Expressions of Interest for this CSP by July 14. The Pre-Bid Conference is scheduled on July 28 while the Bid Submission Deadline is set on September 1.

The CSP will be technology-neutral and all generation technologies that meet the technical and commercial requirements will be allowed to submit an offer, in accordance with the Terms of Reference (TOR) and Invitation to Bid (ITB) and subject to the DOE’s Energy Mix Policy under Department Circular No. DC2026-02-0005.

Consistent with the objectives of CSP policies, this will ensure that power supply requirements of Meralco are procured through open and competitive bidding based on least-cost parameters, which will be beneficial for customers in terms of rate and supply reliability.

“This CSP forms part of Meralco’s continuing commitment to securing reliable, adequate, and competitively priced power supply for customers through a transparent and competitive procurement process,” Meralco BAC-PSA Chairman Lawrence S. Fernandez said.
