National Bank of Cambodia and GFTN announce Cambodia’s first Black Swan Summit, leveraging the country’s advances in digital payments and cross-border financial connectivity to forge new economic corridors between Southeast Asia and the Francophone world.
The National Bank of Cambodia (NBC) and the Global Finance & Technology Network (GFTN) today announced Cambodia’s inaugural Black Swan Summit, to be held in Phnom Penh on 15 and 16 November 2026 under the theme “Disruptive by Design.”
Held alongside the Sommet de la Francophonie, Black Swan Summit Cambodia will bring together policymakers, financial institutions, technology companies, investors and relevant stakeholders to explore how technology and financial innovation can strengthen connections between Southeast Asia with Francophone economies across Africa, Europe and other regions.
At its centre is a defining question for developing economies: Can emerging markets leapfrog legacy financial infrastructure and build systems designed for their own needs? Cambodia provides a practical case study for this discussion.
H.E. Dr. CHEA Serey, Governor of the National Bank of Cambodia, said: “Cambodia once had to rebuild its financial system from the ground up. Today, we are taking a more active role in shaping the global conversation about what the next generation of financial infrastructure should look like. Bakong has shown us that digital infrastructure can support greater interoperability, widen access to digital payment and strengthen the role of the Riel, and connect Cambodia more closely with other economies. Black Swan Summit Cambodia is about taking those lessons into a wider dialogue with Southeast Asia and the Francophone world, while learning equally from the experiences of others.”
Sopnendu Mohanty, Group CEO of GFTN, said: “Emerging markets should not have to inherit yesterday’s financial architecture. Cambodia shows that it is possible to leapfrog legacy infrastructure and build new financial rails at national scale. The next question is whether those lessons can travel. Black Swan Summit Cambodia will bring Southeast Asia and the Francophone world together not to export one model, but to create a South-to-South exchange of working models: what has worked, what can be adapted and what can move from experimentation to real world deployment. The opportunity is to move from countries sharing ideas about financial innovation to countries sharing infrastructure, working models and pathways to deployment.”
NBC and GFTN intend the Summit to provide a practical forum for countries to examine the infrastructure, regulatory frameworks, partnerships and implementation pathways required to translate financial innovation into national-scale outcomes. The Summit will create opportunities for dialogue around new economic corridors between ASEAN and Francophone markets, including cross-border payments, remittances, trade settlement, digital financial services and FinTech partnerships.
At the centre of this transformation is Bakong, the National Bank of Cambodia’s blockchain-based payment infrastructure, which connects banks and e-wallets and supports Cambodia’s national QR-payment ecosystem. In 2025, the Bakong system processed a total transaction volume of USD 241.84 billion, equivalent to approximately six times Cambodia’s Gross Domestic Product (GDP). Notably, 58% of total transactions were settled in Khmer Riel, which increased from 17% in 2020. This reflects Cambodia’s sustained efforts to promote and strengthen the use of its national currency. Cambodia has also expanded cross-border payment connectivity with Vietnam, Lao PDR, Malaysia, Thailand, South Korea, Japan, Singapore, and India, alongside connections with UnionPay, Alipay and Weixin Pay.
By bringing together policymakers and practitioners from ASEAN and the Francophone world, NBC and GFTN aim to use the Summit to identify practical approaches to national payment infrastructure, monetary resilience, financial inclusion, cross-border connectivity and responsible financial innovation.
